ADMISSION  / INTERNATIONAL OFFICE

The Admissions Office is responsible for overseeing the distribution of offers of courses admission and can advise prospective students regarding the admission requirements. The International Student Office provides assistance with application, admission and enrolment procedures. We can be contactable at Tel : (65) 6225 8977  / Email at help@barclyne.com.

APPLYING FOR A COURSE

Prospective (intending) students must lodge an application form with the School Admissions Centre.

ASSESSMENT

For matters regarding assessment, refer to the Examinations and Testing Office.

CENTRE FOR CONTINUOUS EDUCATION

Bridging courses, study skills courses; essay writing courses, primary school preparatory courses, secondary school preparatory courses, polytechnic preparatory courses, and university preparatory courses.

CENTER FOR ENGLISH TEACHING

The Centre for English Teaching offers a range of English language courses including Academic English, General and

Business English and IELTS programme. The Centre helps international students to reach the required English Language proficiency for entry into our higher levels of programmes.

COMPUTER LABORATORIES

Computers are provided for students to facilitate them in their daily schoolwork. Students are allowed in usage however subjected to availability of the computer. Laser printing and accesses to the Internet are also available on a user-pays basis.

COUNSELLING SERVICE

The Counselling service aims to help students fulfill their academic, individual and social goals through professional counselling, which is free and confidential. Counselling presents an opportunity to: gain grater self awareness; learn to cope more efficiently with the problem at hand; discuss any work related, social or personal issues that causes concern; explore options with professionally trained staff. In addition, workshops are offered each semester on topics such as stress management, relaxation, exam anxiety, communication skills and others. Students requiring counselling services can be arrange through our Student Affairs Office

ENROLMENT AND PRE-ENROLMENT

Details of the enrolment procedures can be obtain through our Admissions Office. Enrolment takes place at a specific time and date, depending on the individual courses. You must attend the School in person or else nominate, in writing, somebody to act on your behalf. On the enrolment day, you pay the school fees for joining the respective courses. An induction programme will be held before the day of course commencement.

EXAMINATIONS AND TESTING OFFICE

The Examinations and Testing Office looks after the majority of exam papers, timetables and exclusions.

FEES

A. Our school accepts the following mode of payment.

  • Cash
  • Cheque
  • Cashier’s Order
  • Telegraphic Transfer in Singapore Dollars.
  • Electronic Transfer
  • Internet Banking

B. Currently, the Goods Service Tax (GST) of 5% is not chargeable.

C. Important Notes:

  • For the payment of tuition fees, this is paid strictly into the Student Escrow Account. (no cash payment allowed)
    .
  • For the payment of non-tuition fees (e.g. registration fees etc), this is paid directly to the School.
     
  • Local students have the option to adopt the options mentioned in para C.

GRIEVANCE/COMPLAINT MANAGEMENT PROCEDURES

We treat any student grievance as important feedback to us. We have staff assigned to manage student welfare including handling grievances and complaints and have a system and procedures to tackle these issues.

  • For any complaint or grievance – whether it is verbally lodged; or by letter; fax or email, we will document the nature of grievance, complaint and given an interim acknowledgement that the matter is being investigated. We will acknowledge the complaint within 3 days. The form can be downloaded below :

  • The Student Affairs Staff (SAS) will be required to conduct the necessary investigation to establish the circumstance and facts of the case and forward his/her recommendation not later than seven (7) days to the School Manager. The latter will verify and decide whether there are basis to accept or dismiss the complaint/grievance.
     

  • School Manager will then offer a solution to the student. If the student accepts the solution, no further action will be pursued except record and file the proceeding for completed action.
     

  • If the student declined the solution offered by School Manager, the complaint will be referred to a higher level - the School Principal or CEO who will review the case and offer a second solution. All these proceedings would be completed within 14 days and complainant are kept informed of the status.
     

  • If the student still refuses to accept the latest solution and before the maximum of 21 days, we will suggest that the matter be referred for third party mediation, i.e. Case Mediation Centre for a resolution as an alternative to legal action/ proceedings.
     

    NOTE:

    Proceedings from the beginning of a complaint/grievance are recorded in our Complaint Log that provides information on nature of complaint/grievance and time taken to resolve it.

LOCATION

Being at the heart of Singapore’s Central Business District, The Barclyne Business School is located at 10 Anson Road, International Plaza #31-06. The nearest MRT Station is just 3 minutes walk away. With a wide variety of public and private buses reaching here and also 5 levels of private car parking within the building and public car parking around the building. We provide total convenience to our students.
 




 

POLICY ON DISCOUNTED PRICES

Our policy on discounted prices is given in the Student’s handbook / advertisement and stipulated in Schedule 2 of Annex A of the Standard Student Contract, where the net Course fee is shown

REFUND POLICY

A. REFUND due to the School’s non-performance of the following:

  1. Non-commencement of Course without good reason on commencement date.
     
  2. Non-completion of Course without good reason by completion date.
     
  3. Termination of Course without good reason prior to course completion.
     
  4. Breach of obligation under the Standard Student Contract.
     
  5. Time Frame for Refund: Within fourteen (14) days and computation as follows:
  • Entire amount of the Tuition Fees and Deposit; plus
     
  • Non-Tuition Fees and/or Additional Fees (less any bank charges payable under the Standard Student Contract).

B. REFUND due to Student’s withdrawal:

  1. Refund made within fourteen (14) days on receipt of notice.
     
  2. Amount of Refund based on Student’s written notice of withdrawal given in
    Table below:

SECURITY AND DEPOSIT (TERMS AND CONDITIONS)

  1. The security deposit (if any) furnished by student to the Immigration and Checkpoints Authority (ICA) shall be returned within fourteen (14) days without interest on release from the ICA.
     
  2. ICA will take between 2-4 weeks to process the release of the security deposit.
     
  3. The security deposit will be returned subject to the following conditions:
  • On course completion date.
    (student to return student’s pass back to the school)
     
  • On student’s early termination of course.
    (student to inform the school the date of departure from Singapore and the flight number)
     
  • On receipt of student’s written notice of withdrawal.
     
  • On verifying that the student has not committed an offence while studying in Singapore.
    (e.g. caught working or take drugs)
     
  • On verifying that the student has diligently followed all rules and regulations from ICA - e.g. maintaining 90% attendance at all times and not absent for seven (07) consecutive days without valid reason.
     
  • On verifying that the student has fully discharged all course fees plus any outstanding obligations to the school.

STUDENT AFFAIRS OFFICE

The Student Affairs Office manages the student administration activities of the school and is responsible for a broad range of activities including admission, enrolment, orientation, graduation, disciplinary matters and course information and student matters.

The Student Affairs Office caters to both current and prospective students and should be the first point of inquiry for all current or prospective students.

SCHOOL ATTENDANCE

Most units of study have prescribed attendance requirements and these must be adhering to for satisfactory completion of the programme.

SCHOOL CORRESPONDENCE

It is important that you read all information sent to you by the School, via both postal mail and email.

SECURITY OF STUDENT DATA

  1. All students’data are treated as confidential.



  2. Access to students’ data is restricted to designated staff.



  3. The use of students’ particulars is strictly for internal use only.



  4. Consent will be sought from students for the use of students’ data outside school matters.
     

STANDARD STUDENT CONTRACT

An international student is required to sign the Standard Student Contract before course admission. Local students can opt-in for similar Standard Student Contract. Both samples of contract can be viewed at Consumers’ Association of Singapore (CASE) Trust website: www.case.org.sg/casetrust5.htm or download from below :

STUDENT RESPONSIBILITIES

Each student is responsible for ensuring that their enrolment is correct and that their progress in the programme is in accordance with the Resolution of the School. While the School makes every effort to provide advice and information, the onus is always on the student to ensure that the deadlines and programme requirements are met.

There are many School procedures to accommodate students who experience personal problem, illness and misadventure (such as special consideration, student counselling etc). it is important to familiarize yourself with the rules and regulations of the school and the regulations for the programme you have chosen and with the services available at the School. if you are uncertain about anything, contact the Student Affairs Office.


STUDENT PROTECTION SCHEME (SPS)


Opening of ESCROW Account

As required by Case Trust for Education, we have signed up with the Development Bank of Singapore (DBS) for the Student Tuition Fee Account (ESCROW) to protect the fees paid by you against any discontinuation of studies (e.g. rejection of student pass application by the ICA, legal closure of school, cessation of school’s operation etc).

Payment Schedule

Upon confirmation of your admission, we shall open a Student Tuition Fee Account (ESCROW) on your behalf with our designated bank. You will sign a Student Escrow Confirmation form when you apply to make payment of the tuition fees into your ESCROW account.

Your tuition fees received from your ESCROW account will be deducted based on the following payment schedule.

  • Initial 30% of the tuition fees received will be paid by the 5th day of your course commencement date.
  • Balance 70% of the tuition fees will be paid in equal instalments over the course duration, which is on the first day of each calendar month.

Mode of Payment
There are many ways that you can pay your tuition fees into your ESCROW Account.

  • Cheque, Cashier’s Order & Singapore Dollar Bank Draft
  • Internet Banking
  • Telegraphic Transfer
  • ATM

TRANSFER / WITHDRAWAL POLICY

A. Transfer

  1. A student who transfers from a current course to a new course within the school shall be considered to have withdrawn from the current course.
     
  2. Fees paid for course-weeks already completed in the current course will be offset against the fees of the new course transferred to.
     
  3. After the offset, any fees in excess will be credited to the new course, and any fees in shortage will need to be topped up promptly.
     
  4. The student’s transfer from one course to another within the school is subject to the students gaining approval from their course instructors and the respective Heads of Departments.

B. Withdrawal

  1. A student who withdraws from this school to enrol with another shall ceased to be our student and cancellation of the student pass and return of security deposit (if applicable) will be processed accordingly by the school.
     
  2. The refund policy will apply.
